Fix errors for apdiag on large systems

Multiple times now when running apdiag collect with option "--spus all" we get an error and the logs are not collected.

ips/spu_all_logs e13n1 [Fail] (in run step) (108/130) ERROR: Timeout running command (timeout: 1800). Timeout can be increased using '--timeout-multiply' option. Command is 'timeout 1800 ssh -o BatchMode=yes -o ConnectTimeout=60 -o ServerAliveInterval=60 -q -n root@e13n1 "/usr/bin/docker exec -u nz ipshost1 bash -lc \"nzpush -a getlog -a \"" >> /opt/ibm/appliance/storage/platform/scratch/apdiag/dump/20240905_131024_186532/nps/spu_all_logs/all_spu_logs.out 2>&1'

The problem being that script was never tested on larger systems and is hitting a timeout when trying to collect spu logs from all the SPU's.

The script should have some in built logic that would check the size of the system and adjut the timeout for spu log collection accordingly.
