Need configuration option to force uniqueness across all users within a CPD instance (account tenancy boundary respected) to create a project all time with a unique name. if the project any project name is already exist UI shouldn't be allow to create a project with existing project name

    Hello Team
    We need a configurable option to enforce project name uniqueness. This enhancement should:

    • Prevent Duplicates: The UI and API should block the creation of a new project if a project with the same name already exists within the tenant.

    • Provide an Error Message: When a user attempts to create a duplicate project name, the system should return a clear, user-friendly error message stating that the name is already in use.

    • Respect Tenancy: The uniqueness check should be confined to the user's specific ICP4D instance or account tenancy, allowing for the same project name in entirely separate, isolated instances if necessary.
