Allow relations to be defined between drafts

In certain cases we would like to leave terms/rules in draft state until they are 'ready' - meaning there is no published version.

These objects should have relationships between them.  Thus we'd need a way to create relationships between two drafts (or froma published object to a draft, which is also not possible now). 

1 We have a set of business terms and business rules which are referring to each other, and this whole construct should remain a ‘draft’ until it is eventually – perhaps – published.  Right now this can not be done, because we can't create the relationships

2 We have CBT (Contextual business terms) which would be related to NBT (Nordea-level business terms) - the NBT remain as drafts until they are approved by a council. This approval process may take a long time.  For most of the users it would be natural to create the relationship from the CBT side (which is published) to the NBT (which is a draft). This is not possible at the moment.
