Rejecting rows that contain custom property validation errors during csv upload

When we want to perform inserts or updates to many business terms (eg: 1000s) we have the option to use bulk upload CSV. We would prefill the CSV with data including those defined custom properties.

However, during the upload, some custom properties will fail validation, for example text values in custom properties defined as numbers, or values that are not in drop down lists. For those rows, IKC will still insert the rows but without the values. 

We should instead give users a choice on how to handle validation errors before we upload (eg: a popup like Merging Options). As for the kind of options, when an error happens, users can decide if they want to discard the row and proceed with the rest of the submission, or insert the rows without updating the custom properties with invalid values. There could be more error handling options of course.
