Prevent bulk csv load from creating drafts in case a draft already exists

At the moment "according to design" a user can bulk load CSV which automatically creates drafts, even though a draft would already exist.  Such behaviour (having duplicate drafts) is not possible when editing in the UI, but for mysterious reasons this is possible with bulk load.

Effectively the bulk load will destroy any other edits pending in the original draft.  This is both confusing to users, plus creates extra workload because the orphan drafts have to be handled in a special way.  Instead of current way of working, the bulk load should create errors (with simple description of the reason) for those entries which already have a draft.  It would then be the responsibility of the bulk loader to handle those cases.  

Another option would be to edit the existing drafts, but I don't think that is a good idea, because then the end result would be something no-one is expecting to happen.

Third option would be to introduce a toggle to the bulk load, whereby one can force the update to happen (thereby intentionally destroying any other drafts already present).

We had a PMR open about this (TS020327144) but the reply was that current behaviour is according to design and I should create an idea.  I frankly disagree and consider this to be a bug in the design itself, not implementation, but I'll do as proposed.
