The idea behind having multiple drafts is to support scenarios where a set of interrelated artifacts is uploaded via CSV in a transactional way — meaning it’s all or nothing, while keeping what was created before until it is published.
That said, we do see a growing need to handle approvals at the individual line-item level, and this is exactly where your idea starts to make a lot of sense.
I guess I miss the point of having multiple drafts given the grief it now creates to users.
As far as I'm am aware, there is no good mechanism now for handling such scenarios without some "admin" type of process.

The overall idea of identifying draft duplicates makes a lot of sense. That said, we’re not yet convinced that fully blocking this behavior is the best approach.
For now, we’ll add this to our backlog. Once it’s prioritized on the roadmap, we’ll update the status here.
