Need UI feature through which the CP4D administrator can create and manage guaranteed resources pool(s) for high priority workload based on label selectors

CP4D customers (RBC in this case) have many users working on the platform to create various jobs, tasks and different types of AI/ML workload on daily basis. Some of these projects have higher priority and more strict timelines than others, whereas the teams working on these projects will need to configure a dedicated pool of computing resources for those high-priority workloads with the goal of ensuring critical jobs always have a guaranteed minimum level of resource availability at any time.

Although this is achievable with CP4D scheduler via ResourceMatch CR, it is not readily available through the UI. CP4D admins need a user-friendly and flexible way to configure those resource pools from the UI the same way quotas and other controls can be configured.
