User bulk sync cron job need to exclude hand-picked LDAP group(s)

This idea is an extension of CPDIDEAS-I-2297. Now IBM delivered upfront user bulk sync available via cron job.

Organization has few enterprise group(s) using for all users read access and integrated in CP4D IDP configuration.

 Need to exclude those  group(s) from the bulk user sync. So suggest to provide negate condition configuration which need to integrate with delivered cron job so that I can exclude those groups.

    The customer must add an LDAP group with “all users” to CPD because everybody should be allowed read access to the catalog.  However, only a subset of LDAP groups, those representing business users, should be synced/onboarded with LDAP sync, because they will need to be assigned additional roles and permissions. Onboarding all users is unnecessary, and, in addition, only a fraction is expected to access the catalog. Since the sync in CPD applies to all configured LDAP groups, an option to exclude specific groups,  such as “all users”,  from sync is needed.
