Add administrative controls to restrict DataStage and Spark visibility and usage when they are installed only as supporting services for IKC Data Quality.

Feature Request

 Add administrative controls to restrict DataStage and Spark visibility and usage when they are installed only as supporting services for IKC Data Quality.

 Problem Statement

 The installation of IKC Data Quality requires DataStage and Spark as technical dependencies.

 Once installed:

- DataStage job types become available in Projects

- Spark runtime environments are visible

- Users can create DataStage jobs and Spark notebooks

 There is currently no mechanism to distinguish between:

- Services installed for dependency-only execution

- Services installed for licensed, interactive usage

 Proposed Enhancement

 Introduce administrative configuration options to control how DataStage and Spark are exposed in Cloud Pak for Data.

 Allow administrators to configure services as:

 A: Supporting-only

    - Service is available only for internal dependencies (e.g., DQ execution)

    - Service does not appear as:

        - A project job type

        - A pipeline option

        - A runtime environment

 B: User-facing

    - Existing behavior for licensed usage

 Optional Capabilities:

 - Role or group-based visibility

    - Restrict service visibility to specific user roles or groups

 - Project-level controls

    - Enable or disable job types per project

 Value

 - Prevents unintended service usage

- Aligns service exposure with licensing intent

- Improves governance and administrative control

- Reduces ambiguity in project configuration
