Update WML CE Tensorflow Version to 2.2+

The Tensorflow versions in the current WML CE Conda stream are currently significantly out of date.

Code written in TF2.2+ is not easily backwards compatible with that of TF2.1, which is now over a year old.

TF2.2+ brings significant improvements to the core Tensorflow experience and ease of use, as well as integrating previously experimental and necessary features.
