Conceptual overlays in Manta should support ingestion via git or REST API

Why is it useful? 

This help technical data stewards (TDS) who wants to create perspective on top of existing data lineage in Manta to simply the lineage for BDS (Business data stewards or auditors/regulators). Currently, perspective can be created via two ways conceptual overlays and open perspective. We explored conceptual overlays in-depth and found that although the conceptual overlay connection supports the ingest option as agent or git in UI. However, when create a workflow that leverages this conceptual overlay connection. At runtime,  only import dataflow is executed, the extractor scenario is skipped. This is a product gap. 

Who would benefit from it? Manta users like TDS

How should it work? We want either git or REST API over file (zip) should be supported by conceptual overlays in Manta Admin UI.
