Manta COBOL scanner should support DECLARE table statement

Background

Post upgrade to Manta 42.13.x from 42.12.x, we saw few parsing errors
"ANTLR_PARSING_FAILURE".

Failed to parse input at position 2,13 - the statement will be ignored.
Parser error: no viable alternative at input '('

Lineage impact

Manta COBOL scanner is unable to parse DECLARE statement causing parsing error. There by impacts the lineage generated in Manta


Why it is important?

By adding the support of DECLARE statement the lineage would be complete and accurate.
