Manta COBOL scanner support to ignore the comments between REMARKS and ENVIRONMENT DIVISION

Why is it useful?

We have some legacy COBOL files that errors out with parsing error since it follows a different coding pattern for comments. The comments are included between REMARKS. and ENVIRONMENT DIVISION in COBOL program. Currently, Manta does not have support for this.
