Provide backup and restore procedures on Manta installed on-prem

Manta Documentation should have:

1. Procedures to backup all Manta data and config without requiring Manta to be shut down. This ensures that periodic backups of Manta can be taken without adversely affecting its availability.

2. Procedures to restore a blank installation of Manta to the state defined by a backup taken via (1). This ensures that Manta can be used in a production-grade environment. It also enables implementation of a disaster recovery procedures for Manta.

The current best solution is to take a snapshot of the VM on which Manta runs. This however works only if Manta is shut down, which adversely affects Manta's availability. Manta also has APIs to export some data from flow server, Admin server, and Keycloak, but these are not comprehensively documented and tested, and not officially supported by IBM.
