page_age_trgt_mcr should be ONLINE configurable

page_age_trgt_mcr is a kind of successor of SOFTMAX and provides the possibility to control the flushing of modified buffer pool pages to table spaces based on time.
Unfortunately page_age_trgt_mcr is just configurable, not configurable ONLINE.
The possibility of online configuration would allow to finer tune for particular workloads without requiring a Db2 downtime.
For example for load and batch processing page_age_trgt_mcr could be set to a lower value, because modified/inserted pages are rarely modified again.
During mainly user activity page_age_trgt_mcr could be set to a higher value to increase the write cache rate.
