Enhance automatic SORTHEAP management by fixing the defined base value as the minimum for STMM

As we had an issue with STMM reducing the SORTHEAP too much during lower load on the database, we would like to see the defined base value for the sortheap treated as the minimum value, that STMM would not reduce the sortheap below that value if there’s need to get memory for other consumers. STMM should rather request more memory from the system.
