db2diag.log change ZRC=0x82100101 Sever and Error message to Informational

IBM support has informed us that the following messages can be ignored, if so, then they should not appear as "Severe" or "Error" in db2diag.log, suggest we change them to "Info":

MESSAGE : ZRC=0x82100101=-2112880383=SQLP_LOG_NOT_ACTIVE

"Log needed for read is no longer in the active log space."

    Shipped in Db2 12.1 GA.

    INF preferred over WAR, but WAR would be acceptable over ERR/SEV

    At the very least we will look to keep these consistent and use WAR throughout. Will assess if INF possible to use too.

    There are cases where this may need to be ERR/SEV, but not in your case, which is the typical.
