Add built-in function for generating new UUID values

Generating new UUIDs for large tables has become a serious performance issue for us. We have a workflow in our application that updates a UUID column for tables in excess of 5 million rows. This takes us upwards of 2 hours in our odbc (cli) application that uses Microsoft Windows UuidCreate. Other databases that we support with this same application were seeing the same issue, but were able to reduce their performance to mere minutes by changing to built-in database functions that generate these values, like newid() or newuid(). We tried different workarounds using temp tables to do batch updates and a Java UDF, but they were even slower. We are supporting Db2 for LUW.
