Work identification based on number of subsections in a statement.

Work identification can currently be done based on Estimated cost, Estimated cardinality, Estimated data accessed.

This allows for identification of complex workloads and apply  concurrency controls as required.

Another type of complex workload that can lead to high resource consumption is statements with a large number of subsections.

Especially with columnar tables in a partitioned environment, a large number of subsections can exist for statements. 

Each of these subsections might run in parallel requiring a large number of threads (db2 edus).

Each of these threads will also require memory resources (mainly application heap).

This creates a need for concurrency control for statements that fit this category in order to limit the resource consumption and avoid unexpected resource exhaustion scenarios.
