DMC stats event monitoring needs to consider built-in wlm_collect_int

DMC WLM Statistics collection is completely independent of wlm_connect_int built-in functionality.

This behavior is not ideal, as the database could have been configured for that already, and the final result is that you end up with 2 independent collections


DMC shuld be smarter in that sense.. and detect if wlm_collect_int is enabled for a given database, and offer the end user the option to collect the stats using that existing param, value, or if they want to disable it.. and collect only from DMC in a differetnt interval.


Why is this important ? Because DMC unfortunatelly does not offer all the metrcis that can be analyzed from WLM stats event-monitors, and we need to setup additional event-monitors to catpure and have the data to perform a more complete ananlysi against metcis DMC does not exposed in the GUI interface.


So, having only DMC collection is not enough.
