Rebuild BLU columnar dictionaries and recompress data in BLU columnar tables

An engineered capability is required to automatically rebuild an optimal BLU columnar compression dictionary and recompress BLU columnar tables.

A technique is needed to easily rebuild and recompress columnar tables like we have for adaptive compression (REORG... RESETDICTIONARY) which will not only build an optimal dictionary for tables as-is but will additionally allow for better stromg compression when adopting the new string compression enhancements delivered in the Db2 11.5 code stream.

While a manual recompression process is defined and described in a whitepaper, DBAs do not have the time to manually address the issue given the number of tables in many BLU columnar databases. Consequently, the issue of sub-optimal compression rates goes unaddressed since there is no way resolve the issue at scale and without a significant burden on DBAs. Whitepaper:
