DB2 Connect EF Core support in Azure Function with WEBSITE_RUN_FROM_PACKAGE enabled

when running in azure functions it is severely recommended you have WEBSITE_RUN_FROM_PACKAGE enabled as this makes your runtime code secure. however we found via support case with IBM that the license directory must ALWAYS be writable and there is no config (not even DB2_COMMON_APP_DATA_PATH ) that you can change to point to a different writable path.

this is very unfortunate as it makes our app less secure as now the app code is writable. be great if we could not need to write a license lock at all, but if necessary specify the path to write it.
