An environmental variable that sets the database to use "Enforced" as a default for constraints.

For some shops, constraints are always created as "Enforced". This used to be the default behavior, but the default behavior was changed to "Not Enforced" in Db2 V11.
Creating an environmental variable would allow the teams to choose the default behavior, rather than it being dictated.
So, a variable like DB2_CONSTRAINT_ENFORCEMENT_DEFAULT could have two options "Enforced" and "Not_Enforced" with the system installation default being whichever IBM thinks is more common.
"Enforced" - would mean that any constraints created without the enforced/not enforced parameter in the DDL would default to Enforced. 
"Not_Enforced" - would mean that any constraints created without the enforced/not enforced parameter in the DDL would default to Not Enforced.

    Thank you.
    I did a bunch of research and could not dig anything up relating to this topic.
    I even opened a case with IBM, who told me there was no way it can be done, and to open an enhancement request.

    Thank you for submitting this Idea! We reviewed the feedback and the default for Db2 Server is ENFORCED constraints. The default for Db2 Warehouse on Cloud is NOT ENFORCED. In either case, the default can be changed via the ddl_constraint_def database configuration parameter.
