Why is it useful?
It helps us restrict the access to users who has readonly access on standbys to accidentlally connect to primary and run some rogue commands.
who would benefit from it?
We as DBAs, This gives us confidence on how we can use the read-only standbys without worrying about read-only users also having access to Primary Side
How should it Work ?
A WLM which was created with Disallow DB access for a particular user ID (which was created to do readonly heavy queries), should be able to access the DB on STANDBY Only

Thanks Team, Yeah, we just need a new configuration which can help effect WLM only on standby, then we can lets say example, create WLM to allow access for any ID only if HADR is standby
To make WLM active on primary only it would require a change in the current functionality which I'm not sure development will accept. I'm thinking it would be better to introduce new WLM configuration for standby only thus not affecting existing code / functionality given other customers may already use it today. in any case development will review and decide which option is more feasible.
