Update the DB2 LUW Client Drivers to support Windows Server Core docker images

The IBM DB2 client driver package does not work on window server core images. See the included Dockerfiles.

Dockerfile-servercore uses the aspnet 4.8 base image which is based on windowsservercore-ltsc2022 docker image https://hub.docker.com/r/microsoft/windows-servercore. The server core images are lightweight versions of Windows specifically for use with containers. The full windows server imagefor ltsc2022 is also available. Dockerfile-server users the fill windows server 2022.

The dockerfiles perform a silent install of the DB2 client driver. The drivers appear to install without issue with both version of windows (server core 2022 and server 2022) however when testing a connection with testconn40 only the container using the full windows server install successfull connects to the DB2 database. Having support for the DB2 client drivers on windows server core will help organizations modernize legacy applications through efficient containerization. The windows server docker image is about 14 gigabytes compared the server core image which is less than 4 gigabytes. Smaller image sizes result reduced storage costs and faster deployments.

See the included screenshots of test results against our dev DB2 11.5 instance using the latest 11.5 .Mod 9 Fix Pack 0 client drivers. The drivers will not work on server core ltsc 2022 or any other version of server core either with or without extended security enabled.

The drivers connect fine using the large Windows server 2022 docker image.
