Ability to flush or clean up catalog cache

Larger catalog-related changes, like revoking privileges from many users at the same time, are also updating the catalog cache. The cache may hold invalidated or "orphaned" entries. Those entries are only removed in an asynchronous fashion. Until full clean up, those outdated entries can have an overall performance impact because extra lookups, verification, background cleanup, and much more needed, plus space for new entries might be missing.

Many other caches can be flushed by the DBA, thereby allowing to speed up larger system-internal clean up operations after big data or configuration changes. Add the ability for DBAs to also clean up / reset the catalog cache.
