ADMIN_CMD to support INGEST and INGEST SET

Tech Note describes how to use INGEST via ADMIN_CMD:

but using INGEST via ADMIN_CMD is not supported by IBM (see TS000004839 and TS000004925). In addition to support INGEST also INGEST SET commands should be supported via ADMIN_CMD. That would allow INGEST usage using Java.

"Developers have confirmed that ingest via admin_cmd is not supported,
DB2_INGEST_VIA_ADMCMD is currently a piece of incomplete code and there are no future plans to complete the support"

    In a heavy workload HADR system the ingest is the only option to replace load.We really need the full support of the ingest command with ADMIN_CMD because we use load via ADMCMD in the store procedure before. and It's easy to get the return code for batach processing.

    We had China customer "SHANGHAI PUDONG DEVELOPMENT BANK " cry for this feature as well , they tested , most features of INGEST via ADMIN_CMD can be used ,but it's not officially support by IBM , they are afriad to use it just in case any potential risk .

    The reason is : they previously use Load , but they started to use HADR now , the would like to use ingest to switch seamless other than modify their application .
