Capability of choosing a character set other than UTF8 on Db2 SaaS(IBM Cloud)

Users created and are running the database with a character set of "S-JIS" at on-premise DB2 environment.

They'd like to migrate DB2 on-premise into Db2 SaaS(IBM Cloud)
But users can NOT select the character set other than UTF8 on Db2 SaaS.

If they migrate Db2 on-premise into Db2 SaaS(IBM Cloud),
they have to review and modify the columns using "SJIS" into "UTF8".
And this migration task is very heavy for applications.

So our client's request is 
"the capability of choosing a character set other than UTF8 on Db2 SaaS(IBM Cloud)"

As for  "Db2 Software" and "RDS for Db2(AWS)", users can choose the character set other than UTF8.
So we'd like to have the same capability on Db2 SaaS(IBM Cloud) as those solutions.
