Allow standard CSV file as input to zload

zload is a fantastic use case and can be used by many who are currently sending data to z/OS and then using a scheduler to load into Db2.

The current version of zload requires input files to be in blocked format. This is unnecessarily restrictive and cumbersome, and requires additional programs (whether it is the IBM-provided sample or custom) to place the file in RFC-959 compliant format.

If the file must be blocked, the functionality should be built into the zload command using a compiled language. The java sample provided, even when compiled, can easily consume more time than the file transfer process would under the send and load natively on Db2 for z/OS, negating many of the benefits this direct load functionality offers as shown in https://www.redbooks.ibm.com/redbooks/pdfs/sg248404.pdf - see Figure 6-2 on p. 191
