Only records, which are valid at the current point in time should be considered in RUNSTATS

In environments where SQL queries typically consider only the data that is valid at the time of query execution, statistics based on exactly those records provide higher quality than statistics collected over the entire table.

In environments with temporal tables and a similar daily change volume, statistics on the currently valid records should provide sufficient quality for the entire table. 

Detailed statistics on currently valid records are less runtime-intensive while providing high quality and high usability for the entire table.
