Extend allowed length of diagnostics via MESSAGE_TEXT

When migrating a Db2 connection from the legacy Db2 for i / iSeries setup to the newer Db2 LUW-style .NET provider using the Net.IBM.Data.Db2 NuGet package, we encountered a problem. In the old iSeries situation, custom error messages raised through the SQL SIGNAL statement could effectively return up to 1000 bytes of diagnostic message text. In the new setup, the same SIGNAL ... SET MESSAGE_TEXT = ... logic is now handled according to Db2 LUW behavior, where the SQLCA field sqlerrmc contains only the first 70 bytes of MESSAGE_TEXT. IBM documents this LUW behavior explicitly, as I have read in these sources:

As a result, longer application or business-rule messages that used to reach our application are now truncated after 70 bytes, which is causing issues in migration scenario's. Truncating business validation messages to 70 bytes feels very limiting, especially during migrations where existing database logic is reused unchanged.

I would like to propose a similar limit (1000 bytes) of the MESSAGE_TEXT parameter for Db2 LUW.
