DB2 currently committed semantics available in a pureScale environment

[Background]
Customer chose DB2 pureScale as their enterprise-level integrated database and is building four members and two CFs as their pureScale environment. The important keys DB2 pureScale chosen by customer are :
- flexible application workload balancing
- multiple servers/nodes appearing as a single database
- new servers/nodes can be used immediately on node failure

As customer's enterprise DB, applications running on pureScale are being ported or re-built from existing DBMSs which include Oracle, MS SQL Server and DB2z. Because customer's application developers are accustomed with DBMSs of other venders, "currently committed semantics" are highly expected to improve concurrency and avoid locking wait in DB2 environment.

[Environment]
DB2 pureScale is running on :
- Power S824 : POWER8
- RedHat Enterprise Linux 7.2 for Power : Little Endian
- DB2 V11.1.0

[Issue]
Currently in DB2 pureScale environment, currently committed function is applied only for lock conflict between application running on the same pureScale node. Application needs to wait for the lock released, if the lock is with an application on pureScale remote nodes.

[Request]
Customer can not allow their applications to run on multiple nodes, because the locking-wait behavior differs depending on nodes. This RFE is to improve currently committed function available in all DB2 pureScale nodes.
