AVG needs to return non-zero scale.

AVG built-in function behave that decimal values with precision p and scale s, the result is decimal value with precision 31 and scale 31-p+s.

When precision 31 and scale 0, the result is decimal value with precision 31 and scale 0.

Now customer is proposing two options for returning non-zero scale.

Option 1) behaving like db2 z/OS by new specific parameter setting.

Option 2) New buint-in function like AVG_ALT
ex1) When DB2_MIN_DEC_DIV_SCALE=9 set in the registry, the result of AVG has scale 9.
ex2) avg_alt(value) = avg(decfloat(value))
