Eliminate the restriction of IB and RoCE mixture for db2iupdt in pureScale

We are promoting the Technical Partnership with Huawei in China, and make more customer use DB2 database with Huawei Hardware (FusionServer as High performance computer, and FusionCube as the use-as-box-open). In typical DB2 pureScale configuration of FusionCube, the computing nodes connect the storage (aka. FusionStorage in Huawei's term) using Infiniband (IB) as Huawei designed, and use IB or RoCE as the fast-connection between members and CFs. But when adding ports or member on RedHat 6.4, for example, db2iupdt will check if we have both mallenox and HPN are installed, and report an error if so.

The db2prereqcheck utility detected HPN package along with Mellanox package. Both the packages cannot co_exist

We need remove the co-existence check.

    Db2 pureScale cannot have both the mellanox and distros OFED installed.  This is why the prereqcheck exist to ensure customers do not get into problem at runtime.  Having said that, we have been running IB adapters with distro's OFED package via HPN, it should work.  Now, with the new RHEL 7.x release the HPN package becomes part of standard install, so it may even be a better experience.
