Change How db2sqljbind Handles Package Comments

Currently when the COMMENT ON Package fails that is done as part of db2sqljbind, a the db2sqljbind gets a return code of zero and terminates normally. Development said that this was done because sometimes the comment is too long to fit in SYSIBM.SYSPACKAGE REMARKS column.
Please make the following three changes to db2sqljbind:
A) If the COMMENT is too long, truncate the COMMENT with an ellipsis at the end so that it will fit into the REMARKS column.
B) If the COMMENT ON PACKAGE fails for any reason, roll back the BIND, display an error message, and have db2sqljbind get a return code of 16.
C) Provide a db2sqljbind parameter to suppress / change the severity of the COMMENT return code -- a parameter that would set the max COMMENT return code.
