To remove tablespace maintenance restrictions on pureScale

To remove all the restrictions of SQL1419N Reason code = "11" on pureScale.

Altering database containers is not supported in a DB2
pureScale environment.



As a result, the following clauses are not supported with the
ALTER TABLESPACE statement in a DB2 pureScale environment:


* ADD
* BEGIN NEW STRIPE SET
* DROP
* LOWER HIGH WATER MARK
* LOWER HIGH WATER MARK STOP
* REBALANCE
* REDUCE
* REDUCE + LOWER HIGH WATER MARK action
* RESIZE
* USING STOGROUP

    Furthermore, the remaining clauses (below) are disallowed for Automatic Storage (AS) tablespaces, which are the only type of tablespaces supported with Db2 pureScale.
    * ADD
    * BEGIN NEW STRIPE SET

    * USING STOGROUP

    Extent movement in IBM® Db2 pureScale now available in IBM® Db2 Version 11.1 Mod Pack 4 Fix Pack 4 for Linux, UNIX, and Windows.

    So following clauses are now available in v11.1 mod 4 fixpack 4 or higher
