Added statement text filtering on MON_GET_PKG_CACHE_STMT in DB2 LUW for OPM and OTS tools(RIMS)

MON_GET_PKG_CACHE_STMT CHANGE: Ability to filter out SQL statements (e.g. Cognos-generated reporting SQL statements) before getting Top N SQL statements for OTS Description: OTS needs to perform Top N reporting on some metric in package cache, but only after statements are filtered. For Verizon, theyt do not want statements from IBM tools to be in the mix such as ones from Cognos. Need a way to have LUW help do this but is in need of special tag in SQL text and special filter in MON_GET_PKG_CACHE_STMT. They want a filter like 'all sql stmts where table NOT like 'COGNOS%'. Should we allow a push down of stmt_text predicate on mon_get_pkg_cache_stmt Comments: Work around in client is a bit of a hack. LUW package cache has no way to identify the source of the statement. Handle by asking for 2N statements to get top N. But we should put this under MON_GET_PKG_CACHE_STMT requests. OPM can have filter on display side but not collection side on filter in the application generating the SQL. But OTS wants to filter on collection since they want top N and want filtering before top N calculated. Hack would be to collect top 2N.
