parallel create index is an option overcome the limitations of LOAD and REORG.
REORG on range partitioned table with NPI will recreate the NPI once for each PARTITION.
--> DROP NPIs, REORG TABLE, CREATE NPIs in parallel not possible
--> same problem with LOAD and INDEXING MODE
