Enhancements for SSV backup of a DPF database

This is a request from Wells Fargo Bank to enhance the SSV backup of DPF databases.

1. Throttle the execution of a SSV backup by specifying the number of database partitions to concurrently execute a backup on each physical server.

2. Being able to restart a failed SSV backup. For example, I issue a backup of the 10 logical partitions but partition 6 fails. Today the error causes the whole backup to fail and once the error is resolved a new backup must be re-issued. Wells Fargo would like to to restart the failed SSV backup and just 'append' the failed partition #6 only.

3. A SSV -repeat X option where if one partition fails retry the backup on that partition X times before failing the backup.
