Enhance SYSIBM.SQLFUNCTIONS to deliver meta data required by JCC (JDBC V4)

This is a quite old story. Back in 2015 this had already been addresses by COGNOS team IBM internally, but due to the possible impact to existing applications, it was refused to open an APAR for this issue. But RFE or DCR has not been opened by COGNOS so far. But now a 'real' customer is hitting this issue.

Actual customer cases are TS002132013, TS002126647, TS002297813 open against Cognos and Db2 and vice versa.

The original issue is lack of meta data being returned by stored procedure SYSIBM.SQLFUNCTIONS to fully support JDBC v4 standard of 'getFunctions' and 'getFunctionColumns' calls issued via jcc driver.
The FUNCTION_TYPE value is still missing from the procedure an thus the function output!
