After talking with stakeholders we still feel that providing a way to open up this fail safe piece of code is not in the spirit of what the product nor the bulk of our customers would like. Because of this we will not be considering this idea at this time. Thanks.

"Hi. Can IBM provide a fix that will allow us to bypass this check? We plan to restore these backups on an entirely different machine without out affecting the original databases. Therefore we really can and need to avoid moving the database directories on the source host."
