No Implicit Runstats when running Reorg that materializes pending DDL

When a REORG is run to materialize a pending DDL change, the REORG enforces an inline statistics (RUNSTATS) even though no statistics keywork is added to the REORG statement/card. it defaults to TABLE(ALL) INDEX(ALL).

This obviously can impact access paths as in some real world scenarios the tables have got special statistics that may get overwritten, tables may have default stats and these may be preferable, the tables may actually be empty or non representative of the actual usage as most high profile table changes are chosen to be altered during low or no activity time.

Also sometimes the Reorg is embedded in a long list of change tool stream and this behaviour may be easy to miss when looking at a multi table and/or complex change DDL/stream. Having said that, the REORG run output does clearly indicate that the statistics were updated.

An option to disable the implicit statistics gathering will help with REORG performance and also preserve the existing catalog statistics.

    While we wait for IBM to provide an enhancement, to prevent statistics from being updated, add STATISTICS REPORT(YES) UPDATE(NONE) to the control card to prevent the statistics update.
