Enhance CHECK DATA utility: 1) to avoid SCANTAB and SORT when “SINGLE PARTITION IS SPECIFIED”; 2) to add PART range and parallelism option.

Currently Db2 does not provide either a parallelism option or PART range option for running CHECK DATA utility.  Instead, as of Db2 V12, only ‘PART integer’ option is provided that repeating TABLESPACE database-name.table-space-name PART integer statements can be coded to possibly run the utility on different partitions by different concurrently running jobs to achieve the similar goal of reducing elapsed time for large tables.  However, none of the existing Db2 documentations have explicitly pointed out that when “SINGLE PARTITION IS SPECIFIED”, the utility will NOT utilize any of the existing indexes for supporting the foreign key for running the CHECK DATA utility.  Instead Db2 will use SCANTAB and SORT first before CHECKDAT for each of the partition.  This makes the matter worse for choosing the PART option, the split-up jobs by different partition ranges may take much longer and more resources to run.  More importantly, this limitation is undocumented.
