Have Db2 for z/OS issue a message at Db2 subsystem restart if a DSNZPARM or DSNHDECP member has been changed.

Configuration management is a major focus of our auditors and compliance officers.  We have to be able to show that we have a standard build and that any changes from the standard configuration would be closely governed via change control.  The focus in DB2 would be DSNZPARMs and DSNHDECP both other things, like Db2 bufferpool sizes, number of active logs and other changes in the BSDS may also come into scope.   We have some ideas on how to detect DSNZPARM and DSNHDECP changes.  When a DSNZPARM change is done dynamically we can trigger automation via a message that is issued by the Db2 subsystem.  However if a ZPARM change is done after a subsystem is shutdown we will not know that it has been changed.  We would like for Db2 to issue a message during Db2 startup if the Db2 subsystem detects that there is an updated DSNZPARM module since the last Db2 subsystem has been shutdown.

    This is a good idea. It could be implemented by changing DSNZ016I and DSNZ017I to externalize the linkedit date from the LMODs.
