Improving serviceability and messaging for REORG TABLESPACE LASTLOG NO processing

We are using LASTLOG NO option and get the error message "DSNU590I DSNURLOG - RESOURCE NOT AVAILABLE, REASON=X'00C9000A',"
The current explanation of the reason code does not match the behaviour which is happening here. After opening a case they explained after looking into the Db2 code, that we are hitting the maximum retries for an unavailable object. So you need to address the unavailable objects from the DSNU1122I message for the Reorg to run successfully.

So we would like to change the description of the above reason code to understand better what is happening here. Or what would be an even better solution to change the code that these messages and reason codes will be avoided.
