Enhance RECOVERY utility to use information in a Safe Guarded Copy snapshot as recovery base for Db2 object level recovery

We do a Safe Guarded Copy (SGC) every 2 hours. The ongoing value for SGC is for now primarily as an insurance for a CyberAttack by providing a last good copy.

The idea is 'simply'  - although I know there is likely nothing simple in this - to be able to use a a SGC snap as a input to the Db2 RECOVERY utility for object-level recovery in the normal, non-SGC environment.  The SGC snap would act as a recovery base and the maximum amount of log processing needed would be determined by the SGC snap frequency.

If we could also use these snapshot as a recovery base we would:

1. get to a unique RTO position by being able to truly minimize the amount of Db2 logs that would need to be processed in some recovery scenarios.

2. depending on the solution we could potentially reduce number of traditional image copies taken.

3. This would add a new value proposition to the CV/SGC feature. Perhaps this could also drive some of the financial discussions around the SGC/CV feature
