staged create index with focus on always on

We would like to create an index in Db2 for z/OS without interruption during ongoing operations.
Idea is to get an option during create index to mark this index as "in creation".
Such marked index would be ignored during BIND, REBIND and not maintained during INSERT, UPDATE, DELETE until it is completly builded within a "always on" utility.
Today existing REBUILD INDEX SHERLEVEL CHANGE has the disadvantage of preventing Insert, Updates, Deletes for unique index during REBUILD.
New "always on" utility to build an index marked as "in creation" probably needs some log iteration and switch phase process similar to REORG INDEX SHRLEVEL CHANGE.
After successful build of index the "in creation" marking could be deleted and index would be used during BIND, REBIND and maintained during UPDATE, INSERT, DELETE from this point on.
