TRANSFER OWNERSHIP for ALIAS for table or view

To drop an alias for a table or view you need high privileges (SYSADM, SYSCTRL or System DBADM) or ownership of the alias.

Aliases that were created before DB2 V9 do not have an owner and some other aliases have the wrong owner. It would help a lot if we could change the owner for aliases for tables and views. The only way to do that today is to drop and recreate them and that is disruptive.

Today we have problems in our CI/CD pipeline as the user does not have the privilege to drop these aliases.
