ALTER Bufferpool enhancement for 1M page frames

Today it could happen that z/OS converts 1M page frames to 4k page frames due to demand of jobs. If Db2 admin has requested a special amount of LFAREA for 1M frames in SYS1.PARMLIB for a later ALTER BPOOL, this amount could be consumed by the previously mentioned 1M->4K conversion. This ends up in a situation, in which the DB2 admin enlarges the buffer pool, but did not get 1M frames. This could end up in performance degradation.

The bypass in our environment was IPL, because it is very unlikely that the 1M->4K conversion occurs right after IPL, but not completely unrealistic as we do not know which process triggers this conversion.

After discussion with development in case TS021468826, they see room for imprevement and wanted us to open this AHA idea.
