Enhance DB2 LE Recoverabilty

This issue is related to a recent IBM case.  Under certain situations and most likely related to a rare timing issue, the LE environment under which a DB2 stored procedure or function runs could become corrupted due to a possible storage overlay of LE storage. In our case, after several DB2 CICS threads were abnormally terminated for exceeding a cpu limit setting in our a CICS Monitor, LE encountered an unexpected 0 pointer when LE code was trying to obtain storage for a user stack then causing an 0C4 abend. Db2 then also issued a 04E 00E700A8 when it encountered an internal error in LE processing.  This 04E abend continued for any LE Procedure or function until DB2 was recycled clearing this storage..  This idea is to request enhanced DB2 and LE recoverability for this situation so as to not require DB2 to have to be recycled causing a potential outage .
