Always allow parameter NOSYSREC for REORG TABLESPACE

NOSYSREC can be specified för REORG TABLESPACE. It can improve performance for the REORG. There are some situations where NOSYSREC is not allowed. The most common situation is when no data will be sorted during the REORG TABLESPACE job. Examples: SORTDATA NO is specified, or no index is defined on the data that is being reorganized. If you specify NOSYSREC in this situation REORG does not start and only report a syntax error.

We try to automate and standardize our REORGs. it is very hard for us in this situation to figure out if we can use NOSYSREC or not.

I suggest that REORG TABLESPACE just ignore the parameter NOSYSREC in this situation and give a return code of 4. Instead it should check that UNLDDN is specified. We can always have that specified and use a TEMPLATE that will only create a data set when really needed.
